38 Degrees research on lifting two child limit and taxing wealth

Ahead of the Government’s first Autumn Statement in October 2024, 38 Degrees commissioned two key pieces of research to provide practical and persuasive evidence for the implementation of an ambitious wealth tax of 2% on assets over £10 million, and for the lifting of the two child limit. 

A wealth tax on the ultra-rich could raise up to £24 billion in public funds: funds that could rebuild services like our beloved NHS, while supporting struggling families. Meanwhile, scrapping the two child limit would immediately lift 250,000 children out of poverty and mean 700,000 children are in less deep poverty.

Both present an opportunity for Keir Starmer’s ‘government of service’ to step up and serve the British public by taking ambitious action on inequality and showing it is committed to helping those most in need. 38 Degrees supporters will be watching for the changes they want to see. 

This research was funded by small donations from those same supporters – who total over 800,000, who live in every constituency across the country, and who are united by their desire to build a fairer, more respectful and more sustainable Britain. 

Public opinion and messaging research on taxing wealth and lifting the two child limit

38 Degrees commissioned pollsters JL Partners to investigate the best way of communicating with the public about lifting the two child limit and taxing wealth, this report details current public opinion and political messaging guidance on taxing wealth and lifting the two child limit.

Local economic benefits of lifting the limit and how a wealth tax could fund the NHS

This work, conducted by thinktank IPPR, analysed the cash boost that Local Authorities and wider regions would gain from the limit being lifted, based on the geographical distribution of eligible households. It also broke down the different ways in which the Government could spend £24bn raised by a wealth tax across the NHS and social security.
